Richard Scott Buchanan
February 5th, 1959 - January 30th, 2017
Buchanan, Richard Scott, 57, of St. Petersburg, passed away on Monday, January 30, 2017 surrounded by his loving family. He was born on February 5, 1959 in Helena, AR, where he was raised. Scott graduated from Central High School in Helena, earned his BA in Economics from Hendrix College, and MBA degree from Emory University. Scott was the Managing Director of the Employee Benefits Tax Consulting Group of Deloitte and Touche based in Atlanta. He spent more than 20 years in the Atlanta office of Deloitte before joining HRI as its president in 2003. Scott led one the few PEOs in America that are accredited by the Employer Services Assurance Corporation (ESAC). During his tenure at Human Resources, INC., the Company was awarded the St. Petersburg Chamber of Commerce's Outstanding Business of the Year in 2010. Scott was active in industry affairs and was a member of the Government Affairs Committee of the National Association of PEOs (NAPEO). He also served as the Chairman of the Unemployment Task Force of NAPEO and was a past chair of the Florida Leadership Council for NAPEO. He was a frequent author and speaker on human resource and tax topics and spoke before the Florida Institute of CPA's, the Society for Human Resource Management, and the University of South Florida. Scott was devoted to his family. He enjoyed being active in his children's pursuits. Scott was also part of the Venture Crew at Canterbury School, where he served as an adult leader. He was known for his wiry sense of humor and will be deeply missed by all who knew him. Scott is survived by his loving wife, Carolyn Malone Buchanan; sons, Preston Buchanan, Brett Buchanan; mother, Judith Locker Buchanan: and many extended family members and friends. He was preceded in death by his father, Charles Noel Buchanan. Funeral services will be held on Friday, February 3, 2017, 4:00 pm at the First United Methodist Church, 212 3rd Street N. St. Petersburg, FL 33701. In lieu of flowers, the family requests donations to The Scott Buchanan Memorial Scholarship Fund managed by Republic Bank, 6300 4th Street N. St Petersburg FL, 33702.
