She was born December 1, 1958 in Fort Myers, FL.
She is survived by her husband: George Phillips, two sons: Brian Phillips and Alan Phillips, loving grandson: Ethan Phillips, sister: Sherri Wilhite Esau or Kentucky, many nieces and nephews.
She was preceded in death by her parents: Clarence Wilhite and Agnes (Bales) Martin.
Penny will be buried next to her mother in the Union School Cemetery in Knoxville, TN.
