William Alan Turpin was born in Chico, California on May 11, 1951 to William Edward Turpin and Helen Janice Baker, the third of their four children. He grew up in Oroville, California and graduated from Oroville High School in 1969. That year, Bill moved to Oregon to attend Lewis and Clark College, graduating in 1973 with a BA in Economics.
Bill married Carol Talbott in 1975. They lived in Washington D.C. together while he worked for the Departments of Justice and Treasury. In 1977 they moved to Oroville, California where together, they raised their family of three boys. Continuing his career as a county land use manager, in 1989 they moved to Bakersfield, California where Bill served as the director of the Local Agency Formation Commission until 2009. He then retired with his wife to Golden, Colorado.
Bill cherished his wife and family and he loved Jesus as his Lord and Savior. He enjoyed traveling with his family as well as spending time outdoors, hiking, backpacking and riding his bike. He had an insatiable curiosity, a sense of public service and a broad interest in many sports. In retirement he served as an Elder on the governing board of Lookout Mountain Community Church and on the Genesee Finance Committee. He preferred to listen rather than to speak, but he spoke with kindness, insight and wisdom.
Bill is survived by his wife of 42 years, Carol Turpin, his sons, Scott Turpin of Golden, Colorado, Eric (Missy) Turpin of Bakersfield, California, Luke (Alejandra Carolina) Turpin of Huntington Beach, California, his grandchildren Avery Turpin, Adalyn Turpin, Annabelle Turpin, his mother Janice Haymond of Stockton, California, his sisters Linda Boothe, Marilyn Turpin (Dan Schneberk) and his brother Larry (Julie) Turpin.
A Celebration of Bill†™s life will be held on Saturday June 24 at 1:00 at Rockland Community Church in Golden, Colorado officiated by Curt Brophy and Brooks Buckwalter.
Memorials are preferred in his name to Lookout Mountain Community Church
