Dale grew up in Eastern and Western Washington, graduating from Edmonds High School in 1950, where he was a member of the undefeated championship football team of 1949. He received his B.A. Degree from Western Washington College and his Masters in Education from the University of Washington and worked on a team research project for WSU to observe the effects of class size on learning. Dale was married to Donna Lee Allen Hoggins for almost 71 years, until her death in 2022. They had three children. Dale was long active in civic, professional and community organizations, as well as youth activities, including coaching for the Mid-City Athletic Association, Babe Ruth and Little League. He was a past member of the Washington Education Association Board of Directors and received special awards from that organization and Good Neighbors for outstanding service. He served on the Evergreen State Fair Board of Directors, was a part-time lobbyist for the Edmonds School District, and received the Golden Acorn Award twice for educational leadership. After retiring as a principal, he worked for the Edmonds District Stadium, eventually becoming the longest working employee for the Edmonds School District at that time. He was recognized as Citizen of the Year by the Edmonds City Council in 2004, as well as by the Sno-King Kiwanis Club of Edmonds and the Edmonds Senior Kiwanis Club. He was inducted into the Edmonds-Woodway Hall of Fame in 2018, for his service as a community contributor. Dale worked as an educator/principal in the Edmonds School District for 30 years, served as chairman of the Edmonds Memorial Cemetery Board, was a member of Edmonds United Methodist Church, Edmonds Friends of the Library, Edmonds South County Historical Society, Alderwood Manor Heritage Association and past president of Lynnwood Rotary; and served in the State House of Representatives from 1967-1975. Dale is survived by his two daughters, Vicki Hoggins and Kerry Hoggins Dollins (Scott Younggren), grandchildren, Shannon Conrad, Hillary Massae Wagner (Erik), and Whitney Massae, great-grandchildren, Mercedes Taylor, Anthony Taylor, Andrew (AJ) Taylor, Ayla Wagner and Emory Wagner, and several nieces and nephews; his parents, siblings, wife, Donna and son, Bob, having predeceased him. Dale will be remembered for his principles, as well as his honesty, humor and storytelling. He will be missed.
