Richard Philip Boulter answered to several monikers during his life – Flip as a child, Philip in high school and college, finally settling into Richard “Rick, Ricardo” once he joined the National Guard and ever since.

He came into this world on January 10, 1954, to Roy Richard Boulter and Marian Whittaker Boulter. He attended elementary school in Archer, Idaho and graduated from Madison High School in Rexburg, Idaho in 1972. After a couple of years at Ricks College, now known as BYU-Idaho, and a mission in Puerto Rico, he completed college at BYU-Provo with a bachelor's degree. He served in the Idaho National Guard for 6 years.

He had a varied career including: being a Wrangler (horse trainer) in Utah, Arizona and Idaho; roofing, painting and other construction jobs; owned a handyman and landscaping business with his brother; managing a trailer court; even a little coal mining. But his primary profession was a Spanish language translator, interpreter and teacher most of his life, including a few years at the University of Guadalajara, Mexico. Throughout all this he made time to return to Archer to care for his aging parents whenever the need arose.

He loved music! Participating in choir in high school, International Dance in College and a lifetime of writing and performing primarily western music with some 70’s folk and light rock on his guitar. He also loved animals, always a dog or two at his side. His final weeks, he was nursing an orphaned pup.

His final ten years were spent in Owyhee County, Idaho, where he passed away at his home in Marsing just two weeks short of his 72nd birthday on 12/30/2025.

Always a friend to everyone he met, he is mourned by many. He is survived by his sister, Vikki (Gene) Reynolds of Meridian; niece, Ashley Boulter of Nampa; and nephews: Dallas Reynolds of Meridian, Denver Boulter of Los Angeles, Hunter Boulter of San Diego and Kodiak Boulter of Kuna; as well as step-niece, Tauna Pacheco; and their families.

He was preceded in death by his parents; sister, Joy Lin Boulter, and brother, Ray Boulter.

Private funeral arrangements are under the direction of Accent Funeral Home, Meridian. He will be interred at Archer/Sutton Cemetery near Rexburg, Idaho.

We Entrusted Richard Boulter's Care To

Accent Funeral Home

A local landmark in Meridian, Accent Funeral Home has been serving the community since 1986. The business was first established with a vision to offer services in a comfortable, homelike atmosphere. This vision is reflected in our building, a Tudor-style home built in 1938 for a local postman. When remodeling the house to accommodate the funeral home, much care was taken to preserve the original architectural integrity of the building. The Accent Funeral Home holds a special relationship with the Meridian community and is sensitive to the area’s changing needs, providing service and friendship to comfort those we serve....
