Bettye Phipps Goins

Bettye Phipps Goins, 68, passed away on Sunday, October 25, 2026.

She was preceded in death by her parents, Elmus Phipps and Sue VanWinkle Phipps; her brother, Jim Phipps; and her sister, Jean Phipps.

She is survived by her loving husband of 27 years, Raymond E. Goins Sr.; three daughters, Susan Marie Owens, Sara Ashley Dobbs, and Virginia Lynn Lillard; her two stepsons, Raymond E. Goins II and Michel Shane Goins; nine grandchildren; and two great-grandchildren.

Bettye was also a wonderful and devoted dog mom to the family’s five beloved dogs. She had a special place in her heart for her four-legged companions, who brought so much love and happiness into her life.

In accordance with her family’s wishes, Bettye will be cremated.

A Celebration of Life gathering will be held on Wednesday, November 4, 2026, from 2:00 PM to 5:00 PM, at Clark Legacy Center, located at 3000 Versailles Road, Frankfort, KY 40601-3000.
