Nicholasville, Kentucky Frances Elaine Noel Cobb, 63, passed away at her home Wednesday, July 29, 2015. She was born April 5, 1952 in Lebanon, Kentucky to the late Oliver Noel and Dorothy Bugg Noel. She is survived by her husband, Lloyd Cobb; mother, Dorothy Bugg Noel; three brothers, Gary Noel, Dennis Noel and Jon Noel; several aunts and uncles.
