Charles John Blas Rupley
Oct 30, 1963 — Oct 7, 2026
In Loving Memory of Charles John Blas Rupley
Charles John Blas Rupley, 62, of Guam, passed away on October 7, 2026, in Las Vegas, Nevada.
Charles was born in Tamuning, Guam, to Florencio Salas Rupley and Rosa Blas Rupley. Throughout his life, he was known for his devotion to his family, his respect for others, and his unwavering work ethic.
Charles served in the United States Army from 1981 to 1984. Following his military service, he continued a life of service through his work with the Guam Waterworks Authority and later in Civil Service for the Department of the Air Force. Throughout his career, he earned the appreciation of his supervisors and the respect and friendship of his coworkers.
Hardworking from boyhood through his final days, Charles took pride in everything he did. He was dependable, dedicated, and the kind of man you wanted working beside you. He believed that respect must be given to be received, a principle he lived by throughout his life. His work ethic, integrity, and the relationships he built along the way left a lasting impression on those who had the privilege of knowing and working with him.
Above all, Charles was a devoted husband and family man. His greatest love was his beloved wife, Valerie Gogo Ebio Rupley, with whom he shared more than 46 years of love and companionship. Together, they built a life rooted in commitment, perseverance, and love—a foundation that grew into a family of five children, 16 grandchildren, and a great-granddaughter. The life they shared and the family they raised stand as a lasting testament to their love.
Charles loved his family deeply and believed in the importance of working hard, treating others with respect, and caring for the people who mattered most. He also knew how to enjoy life and make the most of the time he had with those around him. Through his example, he taught his family the value of hard work, the importance of respect, and the meaning of standing by the people you love. These are lessons and values his family will carry forward for generations to come.
Charles is survived by his beloved wife, Valerie Gogo Ebio Rupley; his five children, Charlene Villagomez, Charles Rupley, Chavar Rupley, Charmayne Lumantas, and Chauvin Rupley; his 16 grandchildren; and his great-granddaughter. He is also lovingly remembered by his extended family, friends, and all those whose lives he touched.
Charles will be remembered as a loving husband and father, a proud Army veteran, a dedicated worker, and a man who lived by the values of hard work, respect, and family. Though his absence leaves an immeasurable void in the hearts of those who loved him, his legacy lives on in the family he built, the values he instilled, and the countless lives he touched throughout his journey.
