Douglas “Doug” Hicks, 79, passed away peacefully on August 15, 2026, after a long journey with dementia.

Doug was a man defined by service, skill, and steadfast dedication, Doug spent his life protecting his community, supporting his family, and building a legacy rooted in hard work and integrity.

Doug’s parents were, Frank and Elaine Hicks, who instilled in him the values of responsibility, perseverance, and commitment that shaped the rest of his life.

Doug married Patsy J. Stephens, and together they shared 18 years of marriage. During that time, they built a family and raised four loving children who remained devoted to Doug throughout his life.

In his younger years, Doug lived in Nyssa, Oregon, where he served proudly as a volunteer fireman. During his time there, he assisted in responding to the Nyssa School District fire, an experience that strengthened his lifelong devotion to public safety and emergency response.

Doug later continued that service in Baker City, Oregon, where he became a firefighter and EMT with the Baker City Fire Department. He was known for his calm under pressure, his reliability, and his willingness to step forward when others needed help. His colleagues respected him deeply, and his community trusted him without hesitation.

Beyond his work in emergency services, Doug was a long‑time business owner, operating General Fire Equipment in Baker City for 40 years. Through this work, he provided fire suppression systems, equipment, and safety services across Eastern Oregon and beyond. His reputation for honesty, precision, and craftsmanship made his business a cornerstone of the community for decades.

Doug’s courage extended far beyond his professional life. When his youngest daughter, Heather Hicks Swope, was just three years old, she fell into the North Powder River behind the family home. Doug’s swift action and heroic response saved her life. That moment forever secured his status as a hero to his family and friends, a title he carried quietly but unquestionably for the rest of his life.

Doug shared many years with his partner, Dee Stubblefield, and together they navigated life changes. Doug’s children remained closely involved, ensuring he was cared for, supported, and surrounded with love.

Doug is survived by his children: Jayme (Bruce) Rhodes, Kerri (Micah) Smith, Adam (Tracie) Hicks, and Heather Swope.

He also leaves behind grandchildren, extended family, and the friends and acquaintances who were touched by his life. Doug will be missed greatly by all who knew him. He will be remembered for his grit, his generosity, his sharp mind, his devotion to service, and the legacy of love and protection he leaves behind.

A private service will be held by the family. In lieu of flowers, the family encourages acts of kindness in Doug’s honor, helping a neighbor, supporting a local business, or simply taking time to appreciate the people who matter most.
