Richard Wayne Townsend

Richard Wayne Townsend went home to be with his Lord and Savior on August 24, 2026, following a long, courageous battle with cancer. He was 77 years old. Rick lived a life defined by an enduring Christian faith, proud service to his country, and an unwavering commitment to protecting his community.

Born on June 23, 1949, in St. Joseph, Missouri, Rick was raised in a large, loving family. The family later moved to California, where Rick developed a foundational sense of discipline and careful financial stewardship at a young age while managing his own neighborhood paper route. His meticulous nature and respect for hard-earned money showed early on; he would save up buying model airplane kits, disappear into his bedroom for hours to assemble them, and then carefully hang them from his ceiling. Throughout his life, this early lesson in wise stewardship remained a guiding principle in how he provided for his family and supported his community.

A talented musician, Rick also poured his focus into playing first-chair trumpet for Villa Park High School, marching in the Rose Bowl Parade and performing at a Los Angeles Rams halftime show before graduating in 1968.

Following graduation, Rick answered the call of duty and joined the United States Navy. He served valiantly during the Vietnam War aboard the USS Norton Sound, a guided-missile test ship. His time at sea cultivated a lifelong passion for the ocean and solidified his calling to public service. Upon his honorable discharge, Rick turned to prayer, asking God to make him a police officer. After earning his Associate of Arts degree in Police Science from Mesa Junior College, he embarked on a distinguished law enforcement career. He served with the Orange County Sheriff’s Department and the Tempe Police Department before finding his true professional home with the Boise Police Department (BPD), where he served faithfully from March 21, 1977, through July 31, 2001.

Officer Townsend’s 24-year career with the BPD was marked by exemplary service across the Patrol Division, the Special Traffic Enforcement Patrol (STEP) motorcycle team, as a Crime Scene Investigator, and as a Field Training Officer. Driven by a mission to protect local families, Rick worked closely with Mothers Against Drunk Driving (MADD), earning several awards for helping the STEP team who took more than 4,000 drunk drivers off the streets.

Alongside his serious devotion to the badge, Rick was legendary for his sharp wit and unforgettable department pranks, which frequently landed him in sticky situations. He brought immense joy and laughter to his shift partners, famously leaving a live snake, nonpoisonous, inside a fellow officer’s patrol car. Most notably, he was responsible for filling a patrol Captain’s office with live baby chickens—cleverly timed right before a long weekend so they were locked up and waiting for the Captain's discovery on Monday morning.

While protecting Boise, Rick met his beloved wife, Lynnette, at a local hamburger joint, the College In/Out. They were married on April 2, 1982, and welcomed their daughter, Mallory Jean,

on May 22, 1987. Mallory was the light of Rick’s life, and he proudly passed down his musical legacy, watching her play trumpet for the Boise State Blue Thunder Marching Band at the 2007 Fiesta Bowl. Rick loved the outdoors, competition shooting, and sharing meals with his extended family and fellow retirees in the Idaho Retired Law Enforcement Association. Guided by Christ’s call to hospitality, Rick and Lynnette—a retired nurse—always kept an open place at their holiday table for any on-duty or lonely police officers and nurses.

Above all, Rick was a man of deep, abiding faith. Standing firmly on Scripture, he refused to let cancer define him. Earlier this year, he experienced the absolute joy of witnessing his granddaughters, Rylee and Avery, being baptized into the faith.

Rick leaves behind his beloved wife of 44 years, Lynnette; his daughter, Mallory Hyatt; and granddaughters, Rylee and Avery. He is also survived by his sisters, Carol Okugawa and Connie (Robert) Winebrener; his brothers, John (Monica) Townsend and Robert (Tricia) Townsend; brother-in-law, Gordon Letney; sister-in-law, Nancy (Lew) Pugliese; and a large, cherished extended family. He was preceded in death by his mother and stepfather, Muriel and Earl Townsend, and his aunt, Joanne Reed.

A Celebration of Life will be held at 10:00 a.m. on Thursday, September 10, 2026, at Summit Church (10375 W. Overland Rd., Boise). Following the church service, an interment service with military and police honors will take place at Morris Hill Cemetery (Latah and Emerald, Boise).

In lieu of flowers, the family requests that memorial donations be made in Rick’s honor to the Idaho Retired Law Enforcement Association, the Idaho Peace Officers’ Memorial Fund, or any police charity of your choice.
